PHOTOVOLTAIC? ... NO MORE 'RANDOM HIGHWAY
Finally. Finally, the Emilia Romagna
set clear criteria and outlined a precise mapping to the unsuitable areas all'installazioen of photovoltaic systems. For Augustine see

discipline regional implementation of the ministerial guidelines on September 10, 2010 facilities producing electricity from renewable sources, which have dictated the general criteria for implant placement in the landscape and territory. These criteria refer
standards, plans and environmental laws, landscaping, and protection of environmental and cultural heritage, produced by the State, Region and Province.E 'was carried out on a mapping of the whole region, scales 1:250,000 and 1:25.000, which have been identified areas characterized by different levels of protection in relation to the presence of landscape and environmental constraints and the characteristics of the territory. In particular, the paper identifies areas suitable for the installation of photovoltaic systems with modules located on the ground and those not suitable to the installation of the same. This map was approved by Council Resolution No. 17/01/2011 46 of which are also specified sources (Plans, Laws and legislation) of origin. Are not laid down specific limits for the facilities placed on buildings. In this case, just to spread this type of renewable energy production, the panels will be placed on existing buildings, wherever located, subject to compliance with the rules of protection for themselves and their seismic safety standards.
There are areas where you can not install photovoltaic or more areas of landscape importance, environmental and cultural. These are the areas of special landscape protection identified in the Spatial Plan Regional system (forest and wooded areas to protect the coast and dell'Arenile, bumps and ridges of the plains identified by the Provincial Territorial Coordination Plan as a special protection, etc.), areas A and B of the parks, the areas included in the reserves natural forest areas, wetlands included in the Natura 2000.Vi are areas where you can locate photovoltaic modules located on the ground, under certain conditions and limitations. They are:
- areas of environmental protection of lakes, ponds and streams, where the plant can be made from an agricultural and a total current rating not exceeding 200 kW;
- of areas of the ridges of hills and above 1200 meters, in which plants can be installed only for own consumption;
- of areas where the plant can be achieved by an agricultural enterprise with the power Maximum rated recognized as having the nature of agricultural income, according to a circular from the Ministry of Finance (200 kW + 10 kW of installed capacity in excess of the limit of 200 kW for each hectare of land held with up to 1 MW) and prediction of not occupy more than 10% of agricultural land available;
- of scenic areas and environmental, agricultural areas in which they are in place crop quality and certified, C areas of the parks and reserves and areas included in Natura 2000 (SCI and SPA), in which the applicant (including those who do not hold a farming business) can make a system which does not occupy an area more than 10% of the area in availability and total current rating not exceeding 200 kW;
- agricultural areas included in zones D and contiguous areas of the parks, provided that the applicant does not deal with the system over 10% of agricultural land in the availability and the total current rating of the system is equal to the cap of additional farm income (200 kW 10 kW more power installed in excess of the limit of 200 kW for each hectare of land availability, with a maximum of 1 MW per applicant);
- areas in unconstrained agricultural area in which any applicant may make a system that takes up an area no more than 10% of the contiguous land parcels in its availability. For mountain communes, in view of the special characteristics of these territories must be respected the same percentage of 10%, but the particles can not be contiguous.
